I think this draft is too wordy, not focused on essentials, and includes details best left to an implementation document.
Here are some questions to try to get at what this should include:
What is Olyblog?
What is Olyblog for?
How does Olyblog relate to the larger world or what makes it important?
What do we want to achieve with Olyblog?
Only with that background, can we start to talk about the kinds of things that we'll allow or not, in the sense of expecting from and providing to others.
I'm going to think about this and return with my ideas.

I concur. I think there may already be mission, vision, values type statements on the blog, though?
Maybe this would be a good place to start defining specific unacceptable actions, ie: 1)flaming, 2)ad-hominem attacks, 3)trolling, 4)dishonesty, etc. Policies should be written around these particular behaviors.
That said, there is a great deal of concern that policies won't be equitably enforced. This concern is legitimate, and we should have some conversation about tolerance for (specifically conservative) minority views on the blog as we write policy. How will we be equitable? How can we attract more diversity AND maintain courtesy? Are we flaming the moderates right off the blog, and getting stuck with just the obstinate trolls? Etc.
